Error Code : 0F00:136C. Msg:IDE device failed: Blank media is present in optical drive

Probably this error is displayed if you got a bad hard drive. Try to replace it and see if that takes care of the problem. Other possibilities are a bad system board.
You can try to detect the Hard Disk in the BIOS setup. Each motherboard have its own option to go in to BIOS setup.
If you feel that the disc was OK. You can try various iterations of booting up from disc, chkdsk, fixboot and so on and finally it will go through thru to Safe Mode.
You must use XP Installation discs.

it's not true that hard drive is bad or needs to replace the system board.. actually you can fix it just by using the system restore... basically this thing is caused by another application taken from the web (virus) if you got this error message try to determine and disable some unnecessary programs under startup on msconfig, then restart the computer and it should work properly

during the diagnostic process specially if you're using the 32bit diagnostic it is normal for you to have the error message "Error Code : 0F00:136C. Msg:IDE device failed: Blank media is present in optical drive" because this mainly detects all the external pheriperals and if it happen that your optical drive doesn't have any disk normally you'll have this error. by disabling certain application on startkup will help you to eliminate the problem. if you can run the custom test under diagnostic that will provide the summary of the the issue in your computer

Might I ask. Where is this startup on the msconfig to disable unnecessary programs?

I got an Window XP system that come with the same error code.

I just had this happen to, but the problem is that you can't do a system restore if you can't get windows to come up. I did a diagnostic too and I got the same blank and/or no media message to. Unless I can get to windows, it is going to be impossible to do what you suggest.
